During the Pahlavi era, significant efforts were made to establish and expand social insurance and healthcare services in Iran. Later, in the late 1960s and early 1970s, the government expanded these efforts by establishing the Social Security Organization, which offered broader insurance coverage to various groups, including workers, employees, and even rural communities. Policies were designed to develop healthcare services in both urban and rural areas, allowing insured individuals to access affordable or sometimes free medical services.
 
The Pahlavi government allocated funds to improve healthcare facilities, establish hospitals and clinics, and promote training programs to increase the number of healthcare professionals. These initiatives aimed to expand healthcare accessibility throughout the country and provide a stronger social safety net.
